Otherwise the C library might use system calls that are not provided by the kernel. Therefore the version of Linux kernel used for kernel headers, must be the same version or older than the kernel version running on the target system. The kernel to user space ABI (Application Binary Interface) is backwards compatible. In order to build such a C library, the Linux kernel headers are required which define the system call numbers, various predefined structure types and definitions. In the differences between bare-metal and Linux toolchain, we saw that the C library provided as part of Linux toolchain, talks to the Linux kernel for IO operations.
